3D Artist known on Reddit as Bleeding_Hart recently showcased a glitter tights shader they created for a character they're working on. While the rest of the character isn't ready yet, they loved how the tights turned out and decided to share them.
According to the artist, the shader wasn't made entirely from scratch: they based it on blenderbitesize's tutorial and added "some Fresnel math" to make it more intense around the edges. Also, what really made the effect pop was adding streaks and glare in the Compositor.
Bleeding_Hart says the nodes are "very spaghetti" right now, but they may clean them up and share the setup later. In the meantime, you can check out Iro Ikyu's illustration-book shader breakdown, as well as lassyla's tutorial on a hand-painted-like shader.
